Do you have a folk tradition of blowing dandelion clocks to tell the time? =)

Oh, never heard that before.
I have heard blowing a dandelion totally clean in one blow is good luck.
And back as a kid I was told that if you blow a dandelion that the seeds that are left is how many children you will get

Nice photos Sullivan! Here in the US, there is a custom that if you succeed in blowing all the seeds off a dandelion that you get to make a wish.

The dandelion traditions from all over the world are so interesting! =D

I haven't heard of making a wish by blowing a dandelion, but if a dandelion seed gets stuck in your eyelash, you get to make a wish on it before blowing it away again. =) This happened to me several times when I was a child, but I can't remember what I wished for, so I can't tell you whether it's effective. ;-)
